In our production environments we don't use 0.0.0.0 in any zoo.cfg files, but I can imagine that it makes sense in some scenarios. Although since ZOOKEEPER-3188 you can explicitly specify multiple addresses for the server-server communication. And I think there is already a config property (clientPortAddress) to set the host address where the clientPort will bind in the server. I guess people want to set that to 0.0.0.0 in some setups.
