Hello!

As far as I can tell, this feature should work with ZooKeeper 3.6.0. Although I 
must admit, I never tested this on Windows.

I will try to reproduce your issue. Can you share your custom `zkServer.cmd` 
file, plus how you are calling it? (e.g. do you set any other environment 
variable?) Also, can you please share your zoo.cfg file plus the ZooKeeper and 
Kafka logs?

It would be good to see if the problem is related to Kafka or not. When you try 
to use ZooKeeper CLI to connect to the server, do you see the same issue?
