I am sorry but I don't understand the problem. (maybe I miss something)
When the current ZooKeeper leader is down, then an other ZooKeeper node will
take-over as leader. All the previously committed information will be still
available.
If you provide the full quorum to the ZooKeeper client's connection string,
then it should be able to find a working server and connect to it.
Based on the logs you sent I can not decide "if its docker related or infra
related or an actual zookeeper issue".
Anyway, maybe other community members can answer you.
