OSGi support still missing in 3.6.1 release.
btw, a search through Jira history shows there have been over 15 issues about
problems with OSGi headers over the years... maybe add a regression test (e.g.
via pax exam) to see that it doesn't happen again? And treat it as a release
blocker like it was explicitly declared in a previous issue? Or is OSGi
officially no longer supported?
