[~jeffwalters] Thanks for those details. Unfortunately, in my instance when I
remove myId=1 and use myId=[2-4], like suggested, I still see the bug. When any
quorum member (2-4) is restarted it does not join back in the quorum or accept
connections. It also worked for me to restore the quorum by issuing the
restart command on all nodes in order. It rejoined and accepts connections
after that.
