At least in some limited manual testing (i did not run all the tests), when
reconfiguration is disabled, it has each server use its local config which
avoids some of the issues mentioned here. I imagine it is incomplete for some
cases though like Observers and such.
The dynamic/reconfig case still probably will have issues working with
differing local QV config (e.g. with 0.0.0.0 ) vs shared QV (e.g. with peer
accessible IP/address). I'm not sure there is a great way around that without
adding separate config for local usage (i.e. how a server configures itself)
versus the shared quorum info (how other servers see it).
