no, the mda runs on the server which receives your mail, which is also
where you should configure the filter. most providers offer this option,
sometimes even a powerful enough implementation.

alternatively, you could try a client-side virtual folder solution like
notmuch (never tried myself).

fwiw, if you really wanted to shoehorn mbsync into the terminology of
the traditional unix mail delivery chain, the closest match would be an
nfs share that gives you direct access to the server's mailbox. just
off-line ...
