Pedestrian workaround from an amateur: since O365 doesn't let me turn off their 
junk filter anymore, my script that invokes isync just moves all files from 
/Junk\ Email/new/* to Inbox/new afterwards.

I haven't experienced any issues so far. I suppose if nothing else then 
something along these lines could work.
