Short Description:
To develop, maintain, test and debug software to meet defined
requirements in a Windows client/server environment utilizing 'Progress. Please
reference Complete Description and Required/Desired Skills below.
Complete Description:
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Becomes familiar with most aspects of the application including
reports, parameters, claims management, intake services, carrier/client
interfaces and vendor/business partner interfaces
Analyzes user needs as required; assists in the design of
specifications to meet end user needs
Develops and modifies software to meet the specifications outlined
in data processing requests
Develops and maintains software to meet requirements of insurance
carrier and regulatory groups
Tests and debugs assigned projects: assists in testing projects for
other members of the programming staff
Prepares documentation on new or existing software
Investigates call escalations from the support staff; makes the
necessary corrections to data and/or software
Assists in the professional growth of programmers
Follows departmental pre-established standards and guidelines as
they pertain to design and development
Adheres to the goal of delivering and maintaining the highest
quality of customer service to our clients
Keeps abreast of 'Progress' language revisions and technology
advances
Supports the Total Performance Management initiative
Qualifications
Education & Licensing:
Baccalaureate degree in Information Systems, Computer Science or a
related technical field from an accredited college or university required.
Experience:
*Three (3) years experience in GUI n-tier application development
using PROGRESS version 9.x or version 10.
*Six to nine months (6-9 months) experience in WebServices, SONIC
MQ and web client technology of PROGRESS.
* One (1) year experience in HTML, XML and Web Speed.
*Two (2) years experience in Progress Appserver.
*Two (2) years experience in UNIX OS.
*Nine to twelve (9-12) months experience and knowledge of Claims
Management, medical billing, hospital management applications.
*Experience in using Smart SVN application.
Proven experience in interpreting user requirements, business
applications design, and development of business applications strongly
preferred.

ADDITIONAL FUNCTIONS AND RESPONSIBILITIES:
1. Develops, implements and maintains the company's data
transformation and data modeling process and systems.
2. Oversees and performs data transformation and data modeling
including software evaluation and installation; transformation and data model
design and implementation; and development of data cleansing techniques.
3. Manages security administration.
4. Manages performance, tuning, research and evaluation of new
tools and techniques.
5. Assists task force to develop and implement an Oracle data
warehouse.
6. Performs all data transformations into the data warehouse.
7. Develops and maintains complex data models.
8. Develops, revises, and implements policies, standards,
procedures, and guidelines to effectively administer the use of the ETL tool
and the data models.
9. Plans and conducts structured testing of the data
transformations and the data model to confirm functionality and performance.
10. Supports the Total Performance Management initiative.
QUALIFICATIONS:
Three (3) years of database programming experience required.
