Complete Description:
ISSUING OFFICE
This request is issued from the Bureau of Information Systems, within
Commonwealth of Pennsylvania’s Department of Public Welfare (DPW).
BACKGROUND/PROBLEM STATEMENT
The contractor’s primary responsibilities will be to assist with and provide
network security support for DPW, Dept of Insurance and Dept of Aging.
OVERSITE/CONTRACTOR MONITORING
The Bureau of Information Systems, Division of Technology Engineering,
Security Architecture Section will oversee the work assignment.
All questions pertaining to this work assignment must be directed to the
contact person.
RESOURCES
DPW shall provide office space within its office at the DGS Annex Complex,
in the Willow Oak Building, Harrisburg, PA. In addition, DPW will supply all
necessary hardware, software, network connection, phone and fax for daily
use as needed to complete assigned work items.

OBJECTIVES OF ENGAGEMENT
The objective of this engagement is to assist with and provide network
security support for DPW, Dept of Insurance and Dept of Aging. This also
includes assisting Verizon with the upgrade of the Departments Firewall
infrastructure.
TASKS TO BE PERFORMED
1. Support the ongoing day to day maintenance and support of DPW’s network
Security devices to include Checkpoint Firewalls, IBM ISS intrusion
Prevention Systems, and Blue Coat outbound proxy devices.
2. Work on the transition from Surf Control content filtering to Blue Coat
content filtering software.
3. Tighten DPWs network security posture by performing firewall policy
review and closing security gaps identified.
4. Work with Verizon on the upgrade of the agencies core firewall equipment
which includes the introduction of a new set of Checkpoint firewalls to
introduce a Web Zone DMZ into DPWs environment.
5. Perform high level network troubleshooting when problems arise.
CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS
The selected vendor shall provide a consultant who will possess minimum of
ten (10) years network telecommunications experience and five (5) years
experience in Network Security Solutions which include the support of
Checkpoint firewalls. The vendor shall supply a consultant who does not
require training and who has supported the referenced technologies in the
past two years. The consultant will have superior communication skills, both
verbal and written. The consultant, and vendor, will be able to exchange
information with all levels of DPW staff (management to end-user).
Additionally, the consultant must demonstrate a skill set and experienced
background in the following areas:
• Experience in Network Security (Checkpoint Firewall) technologies
• Experience with Network Intrusion Prevention Systems.
• Experience with VPN gateways
• Experience troubleshooting and working on complex network environments to
include knowledge of Cisco routers, routing protocols, Ethernet technology,
Windows Server 2003, 2008, and desktop operating systems to include, windows
2000, XP and 7
The vendor shall supply a consultant who does not require training and who
