transaction formats*
1. *5 years experience in PL/SQL programming (Oracle 9i/10g)*

Scope of Work:
1. Lead and troubleshoot Testing/QA of Behavioral Health HIPAA Encounter
transaction processes between Regional Behavioral Health Agencies (RBHAs),
Division of Behavioral Health Services (DBHS) and the Arizona Healthcare
Cost Containment System (AHCCCS).

2. Ability to *technically* coordinate Testing/QA of file formats, HIPAA
segments, mapping with AHCCCS (Medicaid) PMMIS claims management system.
Our new system utilizes a Unix/Oracle based technology platform along with
SQR. The RBHAs submit the 837 claim files in HIPAA format using a
standardized mapping document developed by DBHS. The incoming files are
parsed using SQR and loaded into an Oracle Load table. PL/SQL packages
process the data from the load tables into the regular encounter tables with
some minimal data validations (e.g. dates etc.) There is behavioral health
related business logic embedded within the PL/SQL packages. Following the
successful processing of the data, an outbound file is created using SQR and
the file is transmitted to AHCCCS using a secure ftp process. AHCCCS runs
their claims processing tests once a week on Thursdays. DBHS has the
opportunity to submit files until Wednesday late night. There are
intermediate validator and community manager tools available to check the
format of the outbound HIPAA files.
The consultant will lead (along with a ADHS/ITS technical lead) the testing
and QA of these files, check the files for accuracy and fidelity to HIPAA
standards, assist with running the files through the validator and community
manager and check the final mapping into the AHCCCS PMMIS system. The
consultant must have the ability to troubleshoot potential coding issues
within the new system in the technology platform specified.
