*Position : **Scrum Master /Sr Datawarehouse Project Manager* *Location : **Charlotte, NC* *Duration : **Long term* *Interview :Phone and Skype* *Work Status: GC –EAD, GC, Citizen* EPA Data Operations team. Accountable for delivery of all "adapters" to connect customer data to EPA product data warehouse. Project Management • Required Skills: o Experienced with IT SDLC, leading waterfall projects as traditional IT project manager – create and maintain detailed project plans o Experienced as Agile scrum master ? Run scrum team ? Use Agile tool (e.g., JIRA) to break down work ? Facilitate stand-ups, sprint plannings, retrospectives o Strong ability to identify and facilitate creation of standard practices and documentation where they do not exist – not looking for management to create and define all operating processes o Ability to understand team capacity (velocity) and ensure that project plans and dates are achievable – not just “happy pathing” project plans but truly understanding team bandwidth and constraints o Strong understanding of steps needed to ensure team is using proper version control and code change management o Experience with release process activities – all preparation and tasks needed to deploy code from development environments through all other environments in order to deploy to production o Experience with code release, change management process o Experience interacting with product management – for example, in Agile, working with Product Owner o Experience working with ETL Developers, QAs Engineers, Data Analysts – must have excellent leadership skills o Ability to facilitate solution design sessions to help team make decisions and keep team moving forward o Ability to navigate dynamic environment – succeed where process is undefined o Demonstrated experience in environment with complex implementations – lots of risk, lots of dependencies, lots of unknowns • (Strongly) Preferred skills: o Experience with Data Warehousing and ETL Development (data integration) – not BI report development o Experience working with databases – reporting databases, application databases, data access layers, APIs, etc. o Experience with healthcare Communication, Risk Management, and Status Reporting • Required Skills: o Organization and Status Reporting ? Keep key stakeholders apprised of project status and recognize who needs to be involved and what level of detail they need to know ? Highly-organized approach to project management, someone who is supremely detail-oriented – tracking issues and risks ? Ability to Keeping key decisions and project documentation organized and at finger-tips for audit purposes ? Ability to summarize and highlight project status, risks, etc. to executive level stakeholders and external customers – must be able to communicate clearly and succinctly ? Ability to handle multiple customers and implementation projects simultaneously ? Extremely logical and methodical in working through a project, iterating on it, and delivering o Risk Management ? Ability to anticipate and foresee potential risks and barriers to keep obstacles off critical path ? Creative problem solving to mitigate project delivery risk – ability not just to identify risk but to actively mitigate and think of all possible solution options and pros/cons of each ? Active risk management – devise plan on how to continue to get work done effectively where there is risk and how to prevent these items in future ? Experienced and comfortable holding stakeholders accountable for deliverables – comfortable escalating issues to senior level stakeholders o Leadership ? Demonstrated project team leadership skills – must be seen as the leader and point person of development scrum team ? Accountable to build trust and respect within team ? Ability to collaborative across organization – understanding and navigate team interdependencies ? Ability to create and/or refine immature processes to improve speed of implementation ? Must possess upbeat, can-do attitude – needs to be a motivator and in general have optimistic spirit ? Ability to thrive under pressure on projects with C-suite visibility internally and externally ? Shields team from un-necessary interference ? Experience in managing and mentoring resources – comfortable evaluating resource skill-set to identify strengths and weaknesses. Needs to ensure team has all skill-sets to deliver projects. Education • A Bachelor's degree (BS, BA) required • Business, healthcare, technology or related field. • 5+ years’ related experience required; 10 years’ experience preferred • 5+ years’ industry experience to include: o Project management experience (from inception to delivery and launch) o Microsoft Project, Sharepoint, EPM tools o Information Technology Experience (3+ yrs) required (business analysis, programming/developer) o Software Product Lifecycle direct experience and/or other IT technical experience required • Healthcare experience preferred • Certified ScrumMaster (CSM) certification preferred • Additional certifications like PMP, Six Sigma also recognized Must be adaptable, flexible, willing and able to innovate and succeed in under pressure and under magnifying glass of executive stakeholders at our healthcare system customers and within Premier.
