Looking to provide our client, the Los Angeles County (County) Internal
Services Department (ISD) Midrange Computing Division (MCD), with a
qualified consultant to provide support for Phase II of the Assessor’s AMP
project. The Consultant shall build five (5) new environments with over 20
new databases as well as manage, support and maintain the databases set up
in Phase I. The Go-live date for Phase I will be October 28, 2016. Phase II
will begin immediately after the go-live date.



*Background*

MCD’s Database Administration Section (DAS) located in Downey, CA, provides
database hosting services and support to multiple County departments.

During Phase I of the AMP project, two (2) ISD Oracle administrators
provided support part-time while, in parallel, managed and performed their
respective daily tasks. Phase II will require a dedicated resource to
manage the existing non-production, production, and disaster recovery
environments consisting of 11 UNIX servers hosting over 20 databases. For
Phase II approximately five (5) new environments are planned consisting of
over 20 new databases. Phase I of this project is scheduled to go-live on
October 28, 2016.

In addition, the AMP project will use new Oracle security products and
features that existing DAS database administrators do not have experience
with. These include Oracle Audit Vault, Database Firewall, and Key Vault.

The Contractor shall provide primary Oracle DBA support for Phase II of the
AMP project, including upgrades, migrations, and deployments of new systems.



*Scope of Work/Duties*

The Consultant shall assist ISD’s DAS and perform all of the duties listed
below:

1.      Participate actively in all aspects of Phase II of the AMP project,
providing primary Oracle database support for all non-production,
production, and disaster recovery environments, including new database
server installation and configurations, upgrades, migrations, system tests,
and implementations.

2.      Provide support for all the AMP system database backups using
Oracle RMAN, including backup validation through database restoration
testing.

3.      Provide DBA support for database monitoring and performance tuning
to ensure new and upgraded systems/databases run at optimal levels.

4.      Provide primary DBA support to assist customer application DBAs in
application SQL performance tuning to ensure new and upgraded
systems/databases run at optimal levels.

5.      Participate actively in all aspects to support the customer
application and vendor teams to assist in configuring and managing Oracle
Audit Vault, Database Firewall, and Key Vault modules.

6.      Follow and enhance existing Oracle database installation,
configuration, and management standards and procedures based on industry
best practices.

7.      Prepare and update project charters and project plans to the
division’s Project Server and support ISD’s AMP Project Manager.

8.      Administer and maintain the new Oracle database installations,
including troubleshooting, problem resolution, and on-call after hours and
weekend support.

9.      Maintain and enhance ISD’s Oracle database disaster recovery
solution.

10.   Monitor and perform capacity planning for new Oracle database
installations.

11.   Provide technical assistance to County ISD application staff and
County departments.

12.   Document all technical work and enhance existing documentation.

13.   Mentor County staff in the installation, configuration, and
maintenance of Oracle databases, providing knowledge transfer as a regular
part of day-to-day duties.



*Qualifications*

The Consultant must meet all of the following minimum qualifications:

1.      Three (3) years of experience within the last five (5) years as an
Oracle database administrator supporting Oracle database software (Versions
11gR1, 11gR2, 12c) on IBM AIX UNIX servers, Oracle Enterprise Manager Cloud
Control, and an Oracle replication method including Advanced Replication,
Data Guard, or GoldenGate.

2.      Three (3) years of experience within the last five (5) years
installing, configuring, implementing and managing Oracle database features
using Oracle Partitioning and Oracle 11g Advanced Compression.

3.      One (1) year of experience within the last two (2) years as an
Oracle database administrator designing, implementing, and maintaining
Oracle Enterprise Manager Cloud Control 12c or higher in a large (120+
Oracle databases) data center implementation, Oracle Audit Vault, Database
Firewall, and Key Vault. This includes the use of the Management Packs,
including the Diagnostics and Tuning packs, and the implementation of
database security and compliance.

4.      Three (3) years of experience in the last five (5) years
programming Oracle database backup jobs using UNIX scripting, BMC Control-M
for scheduling, EMC RM, or Oracle Recovery Manager (RMAN).

5.      Three (3) years of experience in the last five (5) years performing
on-going tuning and troubleshooting Oracle database performance including
SQL/code tuning, instance tuning, database reorganization, resource
management, and performance monitoring.

6.      Three (3) years of experience in the last five (5) years upgrading,
migrating, installing new versions of the Oracle RDBMS and its tools, and
applying security patch updates.
