Biar bagaimana peraturan yang mengatur bagaimana pemakain PC harus ada. Setelah itu baru pembatasan akses ke internet. Bisa menggunakan proxy server. Buat modem router hanya melayani akses dari proxy saja. Dan di proxy server filtering bisa lebih fleksibel, mulai dari pembatasan IP address, pembatasan MAC address, penggunaan user/password untuk akses, dst.
