Simple aja, ada gak perjanjian tertulis (SLA dan QoS) yg menyatakan bahwa ISP menjanjikan bandwidth 512kbps. Kalo ada silahkan tuntut ISPnya! BTW utk 512kbps kisaran harganya sekitar 2000 USD/bulan. kalo dapat harga dibawah itu berarti bandwidth sharing, jadi jangan berharap banyak.
