klo yang anda maksudkan aplikasi untuk mendump database dari excel ke mysql,
anda bisa makai fasilitas EMS Mysql dll (tapi close source). Atau anda bisa
memanfaatkan GUI client utk mysql (heidiSQL, mysqlfront dsb) utk
mengkonversi dari excel (atau CSV -comma separated value-) ke tabel mysql
anda.
Atau paling parah : pakai excel trus manfaatkan perintah excel spt concat
utk membuat string "insert into bla-bla"
