Hello Pak Agung, Sepertinya software Hotspot untuk Windows jarang yang free atau opensource. Kebanyakan adalah proprietary alias berbayar pada si produsen. Salah satu yang saya kira punya feature lengkap seperti chilispot adalah Antamedia hotspot. Program ini punya feature yang cukup lengkap mulai dari user account hingga biling system. sila check di http://www.antamedia.com/hotspot/
