Mungkin settingan Outlook Express di satu user yang tidak bisa menerima itu di set memang tidak boleh menerima attachment. Coba di user yang tidak bisa menerima attachment itu minta masuk ke menu Tools, Options..., Security, pada kotak Do not allowed attachements to be saved or opened that could potentially be a virus nya harus kosong, tidak boleh ada centangan.
