Without checking in the code, I think you are right
about this.

A solution could be not to put the Phrases in a Paragraph,
but adding them as Phrases (with different leading) to the
document... The only difference between a Phrase and a
Paragraph is the fact that with Paragraphs a newline is
added at the end and that you have the extra possibility
to specify indentations.
