You might need other strategies to achieve this.
Step 1. Convert the rtf into xml
Step 2. Convert the xml to pdf (using itext or other mechanism)
For Step 1 many alternatives are available. I am listing a few although I
have not worked with many of these (let me know if you are able to find a
solutino for this)
1) MajiX <http://www.tetrasix.com/> - RTF to
XML conversion; open source Java
2) Logictran <http://www.logictran.com> -
Word/RTF to HTML/XML
3) YAWC <http://www.yawcpro.com> - Word to
XML conversion
For Step 2 some alternatives are available too.
1) FOP (apache)
2) itext
3) Commercial alternatives include RenderX and AntennaHouse's XSL
