This is caused by the way the rtf handles jpegs. The jpeg is fully added to
the document exactely as it exists in the file. The rtf writer accesses the
image via the Image.url().openStream() method. If it cannot read from that
source, no image will be added to the document. As a result only images
created by calling getInstance(URL) or getInstance(filename) will succeed.
