There is no automatic way to produce PDF for a specific
old version. You can set the version number in the generated
document, but if you change 1.4 into 1.3, it is your responsability
to guard that you only use 1.3 supported syntax.

For this, you need to know a lot about PDF syntax.

That's the responsability of Adobe.
For 'normal' documents (without Forms, without encryption,...)
I would say that 99% of your current documents will be supported
by future versions of Acrobat (I am quite sure this is Adobe's
intention). For forms and several other 'special' features,
Adobe has been changing the syntax and concepts between versions.
And don't forget that it is inavoidable that some versions have bugs...
