You are making the wrong question. The right question is: Why is Acrobat Reader so lenient that allows PDF generators to create broken PDFs?
iText already has lots of tricks to read broken PDFs. Try itext-paulo-128 as it has some new tricks.

Subject: [iText-questions] iText and PDF
What sections of the PDF format is needed for iText 1.01 to read it properly? I have encountered several “malformed” PDF files that are able to open in Acrobat Reader but not readable by the iText classes. Hope someone could help.

Thanks.
