I would prefer to handle this with a single attribute for each side color using an
HTML like syntax: <cell border-left-color="#FF0000" ... />
If you are going down that route (a good route!), then you should probably look at the work being done with CSS3 for specification of colors. I've also done my own extensions to iText XML to support CMYK and Spot colors and can probably dig it up if you want...
