For Adobe Designer 6 you are right there is an pdf tag with the pdf blob (base64 encoded)! But when i design a form in Designer 7 the pdf tag is empty !!
I haven't had a chance to look at the XDP from Designer 7, but it is my understanding that XDP is being phased out (deprecated) by Adobe.
