iText can convert images to pdf. Images supported are png, gif, tiff, jpeg, bmp and wmf. iText cannot convert pdf to image.
You might have a look at jmagick ( the java wrapper for imagemagick). With jmagick you can convert pdf to images (it basicly calls native imagemagick, which call ghostscript to render the pdf).
Its a bit fragile, but ok if you want to do stuff like create preview graphics of pdfs and such.
If there's enough interest (or paulo wants to put it on the faq/tutorial) in this i can hack a little example together ..
