As for the "X Object Forms", is this section required? 

        It is the way that iText works - there is ABSOLUTELY NOTHING wrong with it.


The reason I ask is because the current software we are using to perform the form flattening (ActivePDF) does not end up creating space in this category.

        BUT their stuff ends up in the "Contents" area - the sizes should be equivalent (or pretty close).


With the "Acro Forms", does anyone know of a way of reducing this size for the generated (stamped) pdf document in IText?
        You could modify the iText sources to address the situation.  You could attempt to optimize after flattening.
