No.
The reason I have used setLockedWidth(True) is because the requirement of
the customer is that the table must be a fixed width in this example 100mm.

Is there any function to stop the font scaling? Why is it scaling?
The font is not scaling.
The Image (template) is scaled to fit the PdfPCell.
Construct the cell with the image and tell the Cell the Image doesn't
have to be scaled to fit.
