correct. Do you have an example of that?

It's certainly a start and definitely better than
nothing. Though it's not necessarily PDF/A-1A compliant.
My idea is to give a manual
way to tag and a really simple automated way just to be able to retrieve
the text unambiguously and in the right order.
Sounds like a great first step!
