I was looking for an approach where a non developer would modify the text and/or form fields using Adobe Acrobat and place the modified PDF in a Content Manager.
What about a different template format that doesn't require either XML or PDF? What about something like RTF (that can be authored with MSWord) and then Windward Reports (http://www.windwardreports.com)? WR is based on iText and has ann excellent Java API.
