HOWEVER there are many things that can be done to keep the PDF size down (sometimes significantly) using advanced imaging and compression techniques that are compatible with the PDF Reference BUT not commonly used.

Let me ask this:  Does the Adobe Developer Network provide access to great
Java APIs and tools?  It only costs $1500 to become a member, but it's hard
to tell from their online documentation what you get for that money?
I haven't worked with the SDKs from Adobe, so I really don't know.

Adobe does offer SOME Java-based tools as part of their Enterprise Development Group. That will give you access to the tools, but NOT a license for them.
