It seems like the acrobat toolbars and Window UI have been disabled.
It can be reenabled using the F8 and F9 function keys on the keyboard.
If you want to set the viewer preference to view the toolbar (in case
the toolbars are not being displayed, as in your case), then you must
set the appropriate viewer preference through the setViewerPreference
method of PdfWriter class.

It is highly impossible to have a pure client or server side solution
that prevents a person from making a copy of the PDF document. That's
because of the nature of the internet - files have to be downloaded
before they can be viewed, an downloading involves a save.
