He can save the form, if he has the full Acrobat. If the recipient has nothing more than Adobe Reader, he will not be able to save the form. He can only post the fields to a website in the form of an HTML query string, HTML multi-part data, FDF, XFDF or PDF. There are special PDF files that allow the recepient to save the fields locally, but you can only create this kind of PDFs with Acrobat.
