STOP RIGHT HERE! PDFs that have these permissions can only be treated with Adobe products. Reader enabling is the monopoly of Adobe. It is technically and legally impossible for other products to change forms like that without invalidating the 'reader enabled' permissions. Nobody BUT Adobe will be able to help you out on this one.
