Thanks that looks like a start to what I'm trying to accomplish, though
the process I need is PDF to Encrypted PDF.

I've installed the PHP-Java-Bridge module (from
http://php-java-bridge.sourceforge.net) on my development station and
used it to create an iText PHP class, I'm going to give that a shot
first and see if I can translate some of the iText examples from the
iText web site into PHP programmed equivalents.
