No, PDF is not a Word Processing format. It is a PDF, a Page Definition Language. Complete pages are defined. The layout is fixed. You can't just take content from one page, add it to another page, and assume the layout will be completely reconstructed. All structure (paragraphs, tables,...) is lost.
