You misunderstand: Once text is in an image, ie: Fax, Jpeg, PNG, Gif, Tiff, etc.
It is no longer text, it just looks like it is. It is actually just colored pixels. OCR Software knows how to distinguish what a "T" is supposed to look like in pixels. It is not and likely never will be a perfect solution.
