I see you have already encountered the limitations
summed up by Paulo. Nevertheless, there are aspects
of a PDF file that can be tested; for example:
- the number of pages,
- predictable content in the PDF,
- ...
Have a look at: http://jpdfunit.sourceforge.net/
I like their slogan "Make your PDF green".
They use PDFBox to inspect the PDF.
