You have asked the EXACT SAME question on November 21, 2006.
You got a response IMMEDIATELY:

You even replied to that mail, so I assumed (wrongly)
that you had actually read it!

You didn't have to wait a long time before there was a release
with that extra feature. It was documented on this page:
http://www.lowagie.com/iText/history.html (2006-11-24: iText 1.4.7)
"By default a Chapter started on a new page; whereas a Section
didn't. Now you can change this default with setTriggerNewPage()"

Frankly I wonder why I don't lose my patience more often ;-)
