Depends on how secure you wish to be vs. how much time and/or $$ you
are willing to invest.
* Standard PDF security (passwords) can be used with iText (for
free) but can be easily "broken" by someone savvy enough to find the
right software to do so.
* Certificate Security (DigSig) can be used with iText (for free)
and is considered quite secure. If you can work out the issues of
"certificate exchange", then this is certainly a quite acceptable
method.
* Enterprise-level security can be done with a product such as Adobe
LiveCycle Policy Server ($$) and is VERY secure and adds additional
"digital rights" options such as expiration, etc.
