I'm trying to create a table of contents for existing pdf files, where there
are a list of options and when selected take you to a different page in the
document. i've tried a few ways of doing this and i'm wondering if this is
even possible.  I've tried using PdfAction.gotoLocalPage(page#, dest,
writer) but after i use it once it always goes to the same page that was
inputted the first time.  Any help would be greatly appreciated.
