The procedure I outlined for editing a PDF would work just fine for your PDF.
That said (written), one might question your motivation for editing the content of an official U.S. Government report, even though it is unclassified. Why are you trying to edit the attached report? Have you considered the possibility that unauthorized altering of the content of such a report may be unlawful? If you're simply using the PDF to learn how to edit a PDF, I'd suggest you use an example that is not as likely to cause G-men to come knocking at your door.
