That's an unanswerable question.

It "fully supports" ANY PDF version in the sense that
you can use iText to build a PDF file at a very low
PDF level (using the methods to compose PDF syntax).

It doesn't "fully support" ANY PDF version in the sense
that there are some features for which there are no
convenience methods.

Areas that are not "fully supported" are for instance:
XFA, some specific digital signatures,...
Also you won't find any product other than Adobe products
that allow Reader Enabling.

This is a typical "manager" or "PHB" question. Ask any other
PDF product provider and you'll get more or less the same
answer. However, companies with a sales or marketing manager
will give you a more satisfying answer (but they may offer
you a less qualitative product).
