        It was actually related to the fact that we weren't willing to force  
a complete SVG implementation on other vendors that wanted to support  
PDF in a fully open context.  We had incorporated it into PDF when we  
wanted to push SVG - not so much that we felt it was "appropriate"  
for inclusion in PDF.  Now we (and everyone) needs to look at PDF in  
a wider context...
