Every table cell has "boundaries", but not every cell has "borders".
While the above sentence isn't entirely correct, please consider
this: when you create a table in Word, the boundaries are visualized
on the screen so that you know where to click when you fill in the
content. However, the default in Word is that cells don't have any
borders, where I interpret borders as "the lines that are printed
around the cell."
