I found an issue on our side that causes the unexpected password dialogs. No
iText bug, just a wrong integration. Sorry for posting here before looking for
simple mistakes.

If you set a blank user password the document can be opened in Acrobat without
questions but that behavior never changed between versions.

So Acrobat Reader requiring the owner-password before you can view the file is
correct behavior?

Is there a way to create a PDF with restrictions that doesn't require a
password
for viewing?

That's the behavior of PdfReader and the reason was legal.

Hi

We noticed a change in the behavior of documents that are protected with an
owner password (but no user password):

When using iText 2.0.0 the document opens in Adobe reader without requiring a
password (which, to my knowledge, is correct).

Since updating to iText 2.1.0 the document will not open in Adobe reader
without
entering the owner-password (dialog shows up and blocks).

Is this bug or is my idea of how owner passwords work incorrect?
