Thanks for the Clarification, really helps us. I found an issue on our side that causes the unexpected password dialogs. No iText bug, just a wrong integration. Sorry for posting here before looking for simple mistakes.

Since updating to iText 2.1.0 the document will not open in Adobe reader without entering the owner-password (dialog shows up and blocks). Is this bug or is my idea of how owner passwords work incorrect?
