Let me try and explain better.
I checked your i_have.pdf and THERE ARE NO RESTRICTIONS.
The file isn't password protected, not with a user password,
not with an owner password.

THAT IS NOT TRUE!!!
This is only true if (1) you have a READER ENABLED PDF FILE.
Reader enabled PDF files CAN ONLY BE CREATED WITH ADOBE SOFTWARE;
or (2) if you have the full Adobe Acrobat INSTEAD OF Adobe Reader.

This is because you open it in Reader; open it in Acrobat
and it will be allowed.

That's normal. iText creates NORMAL PDF files.
