Hi 

How is it possible for a PDF created by a PDF writer to allow saving 
data(in reader) on local system?

This is not possible with Adobe Reader. You need to post the XML to a 
server. The EULA of Adobe Reader forbids you to have this server on the 
same machine as Adobe Reader.

Correct! You are doing something that isn't allowed.

No, you will find no Third Party product that allows you to add Reader 
Enabling. This is only possible with Adobe software.
