Yes, but nobody obliges you to resize the mediabox like this:

[ 0 0 w h']

with h' = h + dh

You can also resize your mediabox like this:

[ 0 h1 w h2 ]
with h1 = 0 - dh / 2
and  h2 = h + dh / 2

Assuming that w is the width of the page,
h the height and dh the difference in height.
