You could rasterize the PDF into images and make an HTML page with <img src="pdf.png" />, but that's a very poor solution. Tools that claim they can convert PDF into HTML are claiming they can do something that is "NOT DONE". It's extremely difficult to achieve this for every possible PDF found in the wild to create an HTML page that looks like the original PDF. I wouldn't sell such a product, because I would get plenty of customers saying: "I have tried your product and it doesn't work." I prefer avoiding pointless conversations like that as much as possible. If an employer gave me the assignment to convert PDF to HTML, I would still repeat that his requirement is stupid. And he would believe me, regardless of the existence of tools that work for some PDFs, but not for all (and with HTML of which the quality is, in many cases, very poor).
